Luis Miguel Ruiz Rios

Luis is a specialist in international organizations and migration. He is President of a NGO in Paris, “Plateforme Migrants et Citoyenneté Européenne”/“Migrants’ Platform and European Citizenship”, manager of a real estate company based in Paris, France, called Immobilière Alliance, located in the 14th district of Paris, Treasurer. He is also President of a European based international non-governmental organization, Treasurer and Executive Director for Activities in Europe of the New York, The World Association of Former United Nations Interns and Fellows (WAFUNIF).  He has served with the International Organization for Migration (IOM) for 15 years in the Regional Bureau for Latin America and the Caribbean in Geneva, Switzerland, before being posted as IOM's Chief of Mission in Portugal from 1997 to 2004. One of his sustainable achievements was the conception and development of a project to manage migration flows called “In Each Face Equality” funded by the European Union as well as the government of Portugal and the local government of the city of Benfica. Recognized as a best practice by the European Union due to the creation of a one stop-shop for the regularization of migrants, the Center became a source of information for the host society on the sources and impacts of migration from a human rights perspective and the policy implications at the local, regional, national and continental level. He has published and lectured extensively on international migration/asylum issues and has directed technical cooperation programs in Africa, Latin American and Central/Eastern European countrie on behalf of the European Union. Within Eurasylum, Luis Miguel Ruiz Rios was responsible, more particularly, for the development of project activities in Africa and the Luso-Hispanic world. In 2003, he received The National Order of the Southern Cross from the President of Brazil, for his work in the Brazilian community in Portugal. Luis Miguel Ruiz Rios holds a B.A.,  M.A. in International Relations from New York University, a Master in International Public Administration from the Polytechnic School of Lausanne, and is a Ph.D. candidate at the Institute of International and Development Studies of Geneva University.  Languages: English, French, Portuguese, Spanish.
